Assessing Risk for Transgender People
Reed designed the legislative risk map to assist transgender people who are increasingly concerned about their own safety due to the rise in anti-trans legislation in the US. She explained that she created the map to help answer the question of how to assess the risk of staying in one’s home state. With forced medical detransition, bans on name and pronoun use, and curtailments of rights, trans people face numerous challenges in their daily lives.

Risky States for Transgender People
Reed identified the states with the highest risk for transgender people, including Idaho, Indiana, Louisiana, Missouri, Montana, Nebraska, North Dakota, Ohio, South Carolina, Virginia, and West Virginia. She stated that over the past two weeks, the risk of anti-trans legislation has increased in many states, some of which have anti-trans governors with discriminatory policies similar to those of the most unsafe states for trans people.

Worst States for Transgender People
Reed also listed the worst states for trans people, which have passed the most anti-transgender legislation or enforced existing laws against trans people. These states include Alabama, Arkansas, Florida, Georgia, Iowa, Kentucky, Mississippi, Oklahoma, South Dakota, Tennessee, Texas, and Utah. Many of these states have already banned gender-affirming care for trans youth.

Safest Places for Transgender People
The map also highlights the safest places for trans people to live, including California, Colorado, Connecticut, Hawaii, Illinois, Massachusetts, Minnesota, New Mexico, New York, Oregon, Vermont, Washington, and Washington, DC. These areas have better healthcare policies and legal protections, making them the most desirable for trans people in the country.
